I have another Mastodon account on a very small private server I am running, and I was able to follow @mosseri from it, so I don't think they are allow listing.

I know a lot of instances are/have blocked Meta already, but I think that itโ€™s kind of cool honestly. It just means more people to connect with.

Please block Meta. There will come no good cooperating with a massive corporate social media. The only reason Facebook is entering the activitypub space is because they found a way to monetize it.
