You have to follow an account to add it to a list, but you can hide that list's posts from Home using the above method. (The reason for requiring follows is to let people remove themselves from people's lists by blocking them. There were safety concerns about lists on Twitter being used by trolls to target victims.) |

Yes, your Lists are only visible to you. They're inteded as themed mini-timelines.
