"Not allowed according to their rules" which is a far cry from "can't". Musk refused to pay his bills, refuses to pay employee bonuses, refuses to comply with labor laws, refuses to comply with subpoenas, etc, etc, etc...

Maybe they will drop Twitter or maybe it will result in some bluster for a little while until it goes back to normal.
