(might be only that you can't report-by-post, but my point stands: some instances just aren't worth the risk)

Most of our reports were for profiles, not for posts from the beginning. It's just not that obvious for people that they can just report specific post to provide evidence.
So most likely it wouldn't cause much trouble for those who were reporting.

P.S. Can't agree with your point.
