I'm begining to wonder if it's just a bug. Is that stat showing all users an instance is aware of, as opposed to actual local ones?

@pieceofthepie @chris_hayes These appear to be actual accounts, none of them seem to have posted anything yet, but in my experience with Pixelfed spam, they will, and at that point, it will be a game of cat and mouse between lemmy/kbin instances wrt spam and blocks IMO
