You can follow accounts hosted on any pixelfed site & the inverse is also true: pixelfed accts on any pixelfed site should be able to follow your mastodon acct (or any mastodon acct on any mastodon site). This should hold true for any social network that uses/adheres to ActivityPub protocol (mastodon, pixelfed, bookwyrm, peertube, etc). However, when it comes to creating/posting new content on any these...then you do need to be a member of one respectively.

tldr; Generally speaking to "read", ie follow, posts on any ActivityPub (AP) site, a single acct on any AP site suffices. To "write", ie author, a video in peertube, or images in pixelfed, you need an acct in peertube & pixelfed respectively, as examples.
*mastodon sites, pixelfed sites, peertube sites, bookwyrm sites, funkwhale sites, etc, are all sites that use AP.
