1. There's varying scales of privacy. Maybe you want to talk about iguanas with people who know you (such as followers), but not actively broadcast it to everyone. That's fine
2. Sure, but they'd probably get blocked (and possibly reported) by everyone

Well, sure. But if you don't feel like putting yourself in a vulnerable position with respect to anti-iguanas. You can just not use the hashtag. You don't have to worry if the conversation didn't start as a DM, that you have to take it there.
