You can also upgrade windows to Pro from the OOBE using an Evaluation key and then create a local admin account, you might be able to to this with your current version and no network, haven't tried with no network:
- F10
- Run `slui.exe /upk`
- Run `changepk.exe /ProductKey VK7JG-NPHTM-C97JM-9MPGT-3V66T`
It will error but just ignore it and reboot, I will now be Pro and you can create a local account.
It won't be activated though and will eventually ask for a real Pro key, full walkthrough here: https://superuser.com/a/1734974/881206
