You can talk about collective responsibility of all people in some country. You can say that those who launched missiles killing civilians and those who who doesn't go to the protest to stop the war are literally the same.
But the truth is that these words help the actual murderers. Collective responsibility will mean that in case of something they will less likely get punished. We can't jail the whole country. But we can and should punish the actual villains.
So if you insist on responsibility for everyone, you will insist on less responsibility for those who should actually be accountable for real crimes.
Don't talk about collective responsibility. Talk about responsibility for specific people.
The worst thing in that is "rally around the flag" effect.
If everyone is equally responsible (which usually translates into "equally fucked") then quite a lot start actively support the cause they previously disliked and/or sabotaged. And this goes further than just posts on the Internet or taxes.
