I guess it’s due to the starter packs people connect more easily. Here I’m just clicking people that are followed by people I like. Very laborious and still less people following back.

This is going to sound blunt but I don't mean it unkindly:
Who are you?
If you don't write a bio and/or an Introduction post to tell us who you are/what your interests are then what exactly is supposed to encourage people to follow you?
You've a point about building a list being laborious; it does take time, but there is a conversation about Starter Packs here and actually we're pretty close already; lists of great Fedi accounts to follow do exist, it's just that information relies on people seeing the link when it's shared, which isn't ideal.
