As a (former) film editor and motion graphics designer who used to spend 9+ hours a day in Premiere and After Effects, I have to say to your niece that patience is key. It really does that the proverbial 10,000 hours to get good at it.
If you/she had a little budget, Iโd buy cool templates on videohive.net and learn motion graphics by tinkering with them (instead of starting from scratch). Feel free to reach out if you have any questions!

She's a bit shy about this, and I told her that she doesn't have to do a job she doesn't like (her mom doesn't know this is her passion), so I will have a talk with her mom and push her to embrace her passion of animation!
Just a few years ago she was using FlipaClip, and she already knows After Effects, its wild!
