The UI was the ~2006 one, but then VK and Facebook started evolving it in vastly different directions. Facebook changed its overall layout pretty quickly, but VK retained most of it, changed the shape of the header and some of finer details like borders around blocks in profiles. Other than that, it largely stayed the same up until the (disastrous) 2016 redesign.
