Given that team Biden had no specific clue what nasty skeletons Trump had packed into the Executive Branch's closet. 3 months is a hair-pin turn in an institution as large as the federal executive branch.

@OvertonDoors @luckytran also keep in mind that while all previous administrations helped the new administration with transition teams and usually help that exceeded legal requirements while Trump’s administration had some “non cooperative” elements and by refusing to concede delayed the legal process and in many other places did just the bare minimum to help.
(Biden’s team in contrast was and is deeply experienced which helped)
