Signal does not have usernames, all accounts and exchange is bound to phone numbers. Phone numbers in Russia are literally bound to passports and in cases can replace real passport.
Telegram might not be an encryption paradise, but they got one thing right — you can use it without EVER revealing your phone number or even assigning username.
STOP GIVING ADVICE TO USE SIGNAL. YOU'RE PUTTING PEOPLE'S LIVES AT RISK.

no they're not. many pcs since 2018 have TPM, just disabled. other than that, W10 is going to be supported until 2025! by then it's probably worth to update your hardware
this does not imply that this isn't a shatty requirement by m$, but still. stop being so enthusiastic with linux :D
Update. Roskomnadzor has backtracked and deemed it redundant to collect passport details and addresses during new user registration on social networks and messengers. According to RIA Novosti, filling in this information won’t be required, even if a user is providing consent for the processing of their personal data through Roskomnadzor’s information system.

Do not click opt-out in spammers' e-mails. They use this to check whether you're receiving and reading their messages. Plus, you don't have to opt-out of something you never opted-in. Just move spam letters, well, to spam.
