Not really, because you will have copy cats, people wandering across the tracks going about their daily business.
Put tracks underground, bariers,, restricted access on to tracks, lidar to detect unauthorised people on tracks pay for it by automation and not having to pa drivers. Also takes the out of control part out of the equation.
