I like that you put these in a list. that is indeed one configuration, but the priority order changes. in a more prosperous global state for example the order would be more like art, education, science, healthcare, defense.

I see the necessity of each category as even wider than you've proposed.

no education: social regression.
no science: no capability improvements to other categories.
no arts: no quality of life.
no healthcare: no quantity of life.
no defense: risk to life.
