153 local regional parliament members in #Russia publish an open letter contesting the invasion on #Ukraine adding that:
The decision to attack was made personally by Russian President Vladimir Putin. We are convinced that the citizens of Russia did not give him such a mandate

Local authorities are probably the highest layer in Russia where representatives are actually elected by people.
