"The white man's burden" and "cork hemlet".
The point is: russians feel that common western nations do not accept them as equal.
So, there is a common word "white man" to use as a symbol of "golden billion's" values.
It's not only russian thing. Every country, that Europe and USA used to robe, have similar phrases.
