Porting @samhenrigold's new iOS report flow mockups into the web app #mastodev

First screen of the report dialog asks you to choose to pick: "I don't like it" "It's spam" "It violates server rules" "It's something else"
If "It violates server rules" is chosen, the next screen asks which rules were violated.
As before, there is a way to enter additional comments before submitting the report.
Instead of closing the report dialog after submission, there is now a "thank you" screen that points out options to mute and block the account.

@Gargron @samhenrigold Are those rules in the second screenshot pulled from the local server or the remote one, if the user being reported is remote?
