That's a bull, not a cow. Cow is specific to female bovines. If this were a cow, it probably wouldn't do that, but if it did it wouldn't be as scary. Cows are skittish, bulls can often be territorial. This could just be it showing dominance because he doesn't like the car or the owner.

This being a bull makes getting it OFF the car a different sort of proposition.
