Maybe that could be done with commercial chat applications like WhatsApp or Telegram, or even Signal...
But how are they going to control all the XMPP servers out there? It's almost impossible. The only way I can imagine it would work would be telling the VPS/server providers to scan their machines to detect XMPP traffic
