@ErikUden @rm4 the national library already exists. It's called Nationalbibliothek. Every German-language book etc. published in Germany must be made physically available to the national libraries in Leipzig and Frankfurt.

Same in the UK. Every book must be made available to the British Lirbrary, the National Libraries of Scotland and Wales, and the libraries of the Universities of Oxford, Cambridge, and Dublin.

Fascists could target those libraries, though the fact that one of them is outside the UK does help.
