Kinda like the City State of Hamburg in Germany did with the "Housing Space Protection Act" since 1982:

#Landlords violating it can and often do get their property repossesed, fixed up, and rented out at reduced rate by the state and the owners only get it back after paying all the costs and fees + fines for the whole ordeal.

After all, Germany's constitution basically defines #Property in the sense of a #SocialContract:

Article 14 Section 2 basically states: 'You get to keep property but you must use it for the common good'

And Section 3 basically restricts repossession disputes solely to the amount of compensation.

And despite this basic open-ended-ness that allows the state to basically take any property and just reimburse owners for doing so, investors ain't spooked, economy hasn't crashed and we ain't some communist dystopia as pictured in cold war propaganda.

In fact Germany is still rated best for lenders with a AAA+ rating.

The reason why #rent hasn't skyrocketed in my hometown compared to the average is because instead of "just #privatizing" by selling off public-owned assets like city-built #housing for cheap to #HedgeFunds and #BigRealEstate corporations, the city spun off said holdings into a #cooperative that has non-profit status, at least reducing any gentrification against seniors and low-income households.
