There is likely another door (or doors) that's accessible for mobility devices. A person using a wheelchair wouldn't want to be stuck behind a dozen bikes. Transit designers with the foresight to accommodate bikes and buggies will already have figured out chairs. @bobjonkman @straphanger too much answers !
