Bullshit, and doesn't even make sense. Users depend on developers knowing what the hell they're doing, and the protections the browser they chose offers them. All of that can be checked if necessary on a case-by-case basis (and if a browser like Tor wants to, they can spoof or stub), according to all known best practices of web development.
