@warandpeas according to grandpa, when television was first distributed poor people had to sit outside neighbours houses and watch through the windows. Grandpa remembered sitting on the fence watching tv as a kid.

Strangely, I also saw this in developing countries, where it's very normal for poorer people to allow their neighbours to stare through the windows.
