Please note that if a user has an established rel=me to another ActivityPub and announces it Public then it should become an `alsoKnownAs` which is https://www.w3.org/wiki/Activity_Streams_extensions#as:alsoKnownAs_property to be suited for anything JSON/Actor-related.
