DOjS is a JavaScript interpreter for ms-dos (that is the EXE) and the mastodon client is written in JavaScript.

You can write a C program for DOS, yes.
If you want that C program to run in a browser you need an emulator like JS-dos.
But that has nothing to do with how DOjS or DOStodon work…
