Settings in Vivaldi 5.6 also got an update with a splash of color ๐ added to the icons and categories regrouped accordingly.
Click the โ๏ธ gear icon (in the bottom left corner by default) to check it out yourself.
If you prefer things more monochrome, enable "Use Monochrome Settings Icons" in Settings > Appearance.
