Entire instances being blocked and some users even don't know why they are getting blocked because of some miscreants on their servers behaving against the basic moral rules and rules of some servers. IMHO the right conduct order for blocking instances should be:
1) report the user, who is misbehaving to the admin
2) admin takes action against the user
3) if point 2 has no effect or admin encourages such behavior then go to point 4
4) block the instance for yourself
5) other people should have a choice to block or continue to communicate with the named instance if they choose. It is what freedom of choice and freedom of speech mean.
6) in the most worst case, some instances will and must be blocked by the admins of servers.
