Is there any reason why I can't use data:text/plain in a[href]? I want to create a link with my public keys inside the page itself (aka no separate files on a server or pastebins), but I can't do that!

https://blog.mozilla.org/security/2017/11/27/blocking-top-level-navigations-data-urls-firefox-59/ says that "Whereas the following cases will be allowed: [...] Opening all plain text data files", yet in console I see `Navigation to toplevel data: URI not allowed (Blocked loading of: “data:text/plain,-----BEGIN PGP PUBLIC KEY ...”)`

What gives?
