I just went through a CAT4 hurricane a couple weeks ago and we had less than half that much rainfall and we're still dealing with flooding. I can't even imagine 19 inches... Oh dear 😩 I live in a town that suffers from flooding, thankfully I live above the flood line, but the devastation caused by flooding affects everyone to some degree or other. The initial cleanup can happen quite quickly, a month or two, but it takes YEARS to recover properly. The people who live in these homes and work in these businesses will have lost everything.
