FL rules (where I think you are, where I also researched this for my father and his friend W.) doesn't by default allow them on all roads, and municipalities are allowed to ban them on some roads (and I have seen this). An fat-tired e-tricycle with rumble seat and cargo space, in contrast, is legal everywhere except limited-access highways.
