My guess is:
- Crunchyroll is the only/one of few companies localizing it legally, and it doesn't do dubs unless anime looks promising to them, since it takes time and resources.
- Russian/Post-soviet community basically only had pirated copies until 2010-ish, and has dedicated dubbing community since then.
- English speaking community, while larger and multicultural, is generally less prone to piracy (and maybe has more risk of having legal trouble), so dubbing community is smaller.
