Thinking about it, what we need is for every high school to have a single poorly secured server which is a honeypot, and if any student randomly happens to hack into it they get inducted into secret mandatory night classes in infosec. Like the problem with security on high school networks is if you do it *too* well you will deny the high schoolers the critical and vocationally-useful experience of circumventing the security on their high school network
