@jerry OK, and is there a way to track that the prospective new user at least scrolls to the botom of the user agreement, or can they just click through? I'm guessing that even if there is, that's once again up to the administrator?

@jerry Can administrators automatically send a "welcome" message to new users, something that not only reiterates the rules, but expands sufficiently to make certain the new user understands what they've just signed up for? |
@JamesWNeal the new account owner has to check a box acknowledging acceptance before proceeding, so the existence of an active account indicates they did acknowledge acceptance of the rules. Administrators can’t force people to read them, though.
