Mine is. The package is right there to download at, for example, https://packages.ubuntu.com/noble/amd64/vlc-bin/download (and I'm pretty sure you can't give a browser a pro subscription). Flathub even appears to have v3.0.21 which isn't even available from the VLC website yet? VLC updates are only available through Ubuntu Pro security updates which you have to sign up to.
