@Edent Nope, but it might mean the person needs to be savvy enough to say: "Well, give me a reference number, and I'll take that to the bank when they're next open."
They don't need to be open 24/7, but they need to be open at times people can reasonably get there. Business hours are a minimum standard here.
A lot are online-only, or so-called "digital" banks. These need to be phased out -- a bricks-and-mortar presence and accessible opening hours would very quickly stamp out this sort of scam.

I want to be notified the minute my card is used without authorisation. If I have to wait until the morning, that just gives scammers more time to exploit me.
