In fact I was just reading https://jerusalemdeclaration.org/ based on what you wrote, but IMHO it is a too long text for most people to grasp, with the risk of making it ambguous (even if in fact it is not - but I've not read all of it, and will do that at least twice).

The world would benefit from a short definition that cannot be misinterpreted, including by "non-PhD's" with litmited time and who hate reading long texts.
