Why is this one such a big deal?

It's the start of Media Segment support!

It's in the post, but the tl;dr:
- plugins can now provide a list of times to skip
- it's not limited to just intros, it can do more
- this is just the start, there's more to come

@jellyfin my server on Debian 12 wouldn't restart after the upgrade.

Not sure why, but it seems kestrel lost permissions to listen on ports below 1024.

After manually fixing permissions, it works again.

`setcap cap_net_bind_service=+ep /usr/lib/jellyfin/bin/jellyfin`

@jellyfin Something seems not right with this version. *Lots* of "Can't write to a read-only database" errors. I had to roll back to 10.9.4.
