The fact they force to be the only foreigner to have access to Tibet inside China, first in 1903-1904 (troops of Yonghusband, dalai-lama fleeing to Outer Mongolia then Shanxi and finally Beijing), and push an independence of Tibet at the Chinese revolution in 1912, probably played a role, in Russia and after Soviet Union help to Outer Mongolia to get independency toward China.
