A friend of mine created a content management system for the Swedish Tax Authority and he ran that off a laptop ~18 years ago, a few days before tax return filing, with 12 million hits per day. And that was NOT statically generated, but DB backed and heavily cached.
Root cause is (more often than not) that people no longer asks "Why?" for each technical decision and think about it critically.
