My fear is it shows bad actors how to stay just below the radar.

@mikej You don't think they know that already? Bad actors work at volume, and so I'd expect they have done their analytics.

Google PageRank is a sophisticated, recursively multilevel reputation system based on community judgment.
I outlined how to extend and adap that to social media in “The Augmented Wisdom of Crowds: Rate the Raters and Weight the Ratings.”

Do you have any specific ideas (code?) how this could be implemented in the decentralized #fediverse? Unclear to me how well a decentralized “pagerank” would converge, for example.

Cool.
Not code level, but a 3 level distributed architecture with platforms/instances, data infomediaries to mange the data, and attention filter agents, as outlined in this article. Requires trusted cross-instance services, and I lean toward implicit ratings like likes and comments, much as PageRank is implicit, but could use explicit ratings also.
