@nikitonsky Could they be filter lights of some kind? Not sure whether other places do it the same but here in the UK, we have stuff like these.

@nikitonsky Others already more or less said this but from top the lights are red, yellow, green, yellow ←, green ←.

The arrows indicate to turners that they have protected right of way, in contrast to solid green where they need to take heed of oncoming traffic and pedestrians
