Advertising networks across all media let their rates get so low, that they have to make up for it with quantity. Consider for example, that 90's sitcoms have to have pieces cut out or sped up to fit the modern ad load into them.

Computer ads aren't vetted for malware, scams, or even malicious code in the ads themselves sometimes.

They're getting in the way of devices functioning, and they just expect us to live with it.
