It's harder to have strict moderation policy, when you are in relatively small language-based server constellation

Like, there is one freeze peach instance with ~300 users, and another one with transphobic admin with like ~150 users
Both have enough reasons to be limited, but:

From my pov, this case completely different from when you are English instance. Because 450 users is less than one percent from English-speaking fedi. Not too big price for staying safe

But 20% is much harder to decide to lose
