@fsf There are many more reasons that a university may restrict the release of software as free or open source than raising funds. Grants and other funders, research partners, exisiting university or collaborators' IP, employee status, student status, etc. all can limit licensing.
The above are beyond negotiation, so best understand any restrictions before engaging in software development. Sadly, depending on your role, you may need to sacrifice your ideals to gain your degree.
