Disclaimer: I have no experience in either the military or government

My understanding is that you can have clearance to access something, but without the "need to know." Just because you have the ability to access something doesn't mean your allowed.

@zbecker How can you have the ability to access this kind of classified info if you are 21 years old? Basic info sec, anybody?

If I had to guess he probably required a basic security clearance to his job. Regardless in almost every industry, info sec is never improved unless something happens.
