Publicly traded company != public company
A company that is owned by private investors is a private company. No matter how many investor it has and how its share holders have obtained its shares.
Public company is a public property, owned by no body (everybody).

@hirad You're trying to use words differently than the context implies. "public company" has multiple meanings because that's how the words are actually used, especially in this context. Context always matters.
