@GossiTheDog I haven't read all the comments on this, but I can verify you can create a local account by turning off the wifi or disconnecting the cord while creating your account. However, you will then be prompted to switch to your Microsoft account practically every five seconds (it seems) to get the full featured use and even logging into your MS account at specific points as worked in Win10 doesn't work.

However, when you finally give in out of frustration, your local account information isn't removed. You can still use it to log in anytime you're working off the Net and you'll have full access to your account. Accessing the computer over the network, however, requires your MS email and MS password. I couldn't find a way to use the local account credentials at least coming from a Win10 box.
